Food loss and waste is a national number before it is an operational one. Governments are held to SDG 12.3, yet most start without a baseline they can defend, a strategy their institutions can run, or evidence of what actually changes behaviour.

RUSHD has built that whole chain for GCC governments: the indices that establish where a country truly stands, the national strategies that set the reduction path, the behavioural experiments that find what shifts practice, and the embedded delivery that turns strategy into reduction.
